It reminds me of a public wall near a tourist place where people used to write random comments. Sometimes future wishes were written. What I feel living in Japan is that people are rather accustomed to non-Japanese people (in social/cultural aspects). Perhaps there might be some hidden prejudices still, but I guess it has become more natural to have foreigners around in some work places and in the city (except the language barrier). Many governmental officials (and general people) in Japan are conservative. It is hard to see how Japan might change in a long term if a lot more immigrants enter in the country. The governments are trying to only accept those who are not in the simple labor force. Though, such restrictions are too limited, and soon there would surely be a change. Warm regards, ~charcoal

What I meant by "they would feel a slight guilt" in the sentence: ~~~ Therefore, most people do not take the lost wallet for themselves, or otherwise feel a slight guilt in doing so. is that if people do take the wallet for themselves, they could feel somewhat a guilt. "slight" is the kind of a word we use in Japanese. It is a humble word to describe a thing, because we rather do not exaggerate in Japanese.
