The tax system started in 2008 to revitalize rural areas, where are suffering from declining of tax revenue, because more and more young people are moving to urban areas. It means that we can pay some amount of tax to the municipality in our hometown instead of were we live. The delicacies I got in the past are fresh fruit, seafood, and so on. The book about sweets gives me origins (when and where that sweet started), changes, when it first came to Japan, how it is loved in Japan and in the world nowadays. The sweets picked up in the book are tart, torte, mousse, chocolate, biscuit and so on. It may be better to use "stories" than "history", as you corrected. The book is really interesting!
