And Tatsuo had done nothing to Teru". So you are correct. In Japanese we often use" from when one started one's memory" instead of "from when one was baby". "Katsumi and Teru started talking about Tatsuo's memories." means " katsumi and Teru started talking about his episode when he was young and he hadn't suffered from speech impediment yet. So, Katsumi and Teru couldn't ask Tatsuo because he was critically ill and unconscious on the bed. He was about to die. Best regards.

The paper, which is full of number, was given to Teru without saying anything by Tatsuo as Tatsuo had speech impediment. Th story is describing the process how Teru solve the code.
