As a result of its popularity, it is common for Kyoto to have overtourism through a year, even in cold winter. Kyoto local government legislated by law to preserve ancient atmosphere, as a result, there are strict difficulty improving road and housing conditions. Even there are heavy traffic congestion, the by law stricltly require individuals and authority to get permission rebuilding roads from independent third organization to preserve historical mood of Kyoto. When an individual ignore the provision and built his house without permission, the authority demolished his newly constructed house since his house didn't fit the atmosphere. This instance shows all the rest. Kyoto has been sustaining the unique atmosphere of old capital, instead there are rampant traffic congengestions and crowd in whole area of Kyoto city.
