Dear Julia Actually the Emperor declared in Japanese, “I declare open the Games of Tokyo commemorating the 32nd Olympiad of the modern era”. The Emperor have to say “celebrating” according to Olympic Charter. However, he used “commemorating” because there are so many people who are suffering from the new coronavirus.
