I try not use a word which is written in an article in question. You chose "nearby countries" instead of "neighboring countries". I like it. "on public environmental grounds." this "grounds" I guess it means "a reason, especially one that makes you think that something is true or correct" I think you meant that nearby countries have opposed to the plan, because it will pollute the sea water and damage nature. I like it, but, I am a bit puzzled about the tense..... The article says "Under the new ordinance goes into effect on Oct. 1 2021" the ordinance will be effective on Oct. this year, and not yet.
